Construction & Compliance

The Environmental Control Committee and department staff are responsible for overseeing all construction in the village to ensure it is in compliance with the Covenants.

On the Waikoloa Village Association page of the website, there is a series of documents that can be reviewed. The one titled "Covenants" has the most documentation pertaining to what is required of all lots in the Village. These documents provide necessary guidelines for designing any new project to be constructed in Waikoloa Village. Additionally, the requirements of the BUILDING PERMIT FORM must be followed by all dwellings in Waikoloa Village unless a variance has been granted by the Environmental Control Committee. The terms and conditions of the signed building permit form must be adhered to by all subsequent owners of the property. The ECC simplified the rules and building requirements on its meetings of September 7, 2006 and December 4, 2008. Please make sure you have up-to-date documents.

Questions and concerns about these matters can be first answered by a thorough review of the Covenants and documents, as adopted. To gain an understanding of what happens if your property is found to be in violation of community standards, you should read the one page statement called Process for Violation of Community Standards.

In addition, no advertising sign or banner may be posted on Waikoloa Village Association property, common areas, or County property without prior written approval of the Environmental Control Committee. Submit a Sign Permit Application Form to post a sign or signs for an Open House, or to erect a sign or banner for a Special Event. Note that banners are not allowed for the advertising of open houses. Sandwich Boards are not allowed to be erected at any time.
