The Environmental Control Department (ECD) was established to enforce what is covered in the
Declaration of Protective Covenants (DOPC/CC&R's) for the purpose of enhancing and protecting the value, desirability and attractiveness of the village, as a whole, and each individual "residential" property.
It is also our duty to receive and handle all complaint calls pertaining to the
DOPC/CC&R's. Calls pertaining to
life-threatening situations should be handled by the Police. For instance; robberies, suspicious people, cars speeding, out of control parties, car break-ins, fights, etc. Please call the police at 911 immediately for these types of situations.
Please note: All roads and parks in the Waikōloa Village Association are owned by
Hawaii County. Therefore, any concerns regarding the roads such as malfunctioning traffic signals, potholes, abandoned vehicles, etc., should be addressed by calling the
Hawaii County Highway Maintenance Department at
808-961-8341.
