ECC | New Homes and Property Improvements

The Environmental Control Committee (ECC) is a volunteer committee that usually meets on the 1st and 3rd Fridays of each month. New Home Construction or Property Improvement Applications must be received by 4:00 PM on the Wednesday before the next scheduled ECC Meeting. 
 
As a Waikōloa Village Association (WVA) member, it is important to note that New Home Construction and exterior-property improvements must comply with the WVA’s Declaration of Protective Covenants (DOPC/CC&R's) and the WVA’s Environmental Rules and Improvement Standards (ERIS), and be reviewed by the WVA’s Environmental Control Committee (ECC) before job site work begins.  
 
 

New Home Construction

The first step to building a new home in The Village is to request a New Home Packet (NHP) from the WVA. The NHP contains all of the information and forms that you will need to help guide you through the ECC’s new home review and approval process.
 
As as an owner, you are responsible for making sure that all of your contractors abide by the WVA’s Covenants, ERIS and ECC review and approval procedures.  It is highly recommended that members obtain this packet before they engage an architect or start their new home project. At this time, the packet is not available online.

Existing Home Property Improvements

If you are thinking about making a change to the exterior of your property, you may need to submit a Property Improvement Application for ECC review. 
 
The following is a non-exhaustive list of property improvements that require a Property Improvement Application: 
  • Accessory Outbuilding
  • Deck or Platform 
  • Exterior Re-Painting (including if you're not changing the color but adding a fresh coat)
  • Home Addition or Remodel
  • Landscaping
  • Re-Roofing
  • Screening
  • Walls, Fences or Gates
  • Pools

Appealing an ECC Decision

Property Owner's Right to Appeal 

Property Owners may appeal ECC decisions to the WVA’s Board of Directors within thirty (30) calendar days from the date of the ECC’s email
notification date
.
  • Appeals must be submitted in writing to the WVA’s General Manager (gm@wvagolf.com).
  • Appeal notices must clearly state the reasons for the appeal and, when appropriate, be supported by drawings, plans, etc. and a copy of the ECC’s email notification that is being appealed.
  • Incomplete requests will not be accepted.
Upon receipt of your appeal request, the WVA’s General Manager will schedule a meeting with selected Board members, who will hear your appeal.
