The Association

The Waikōloa Village Association (WVA) was established to manage our village's amenites and future development. It also is responsible for enforcing a set of protective covenants, environmental rules, and improvement standards that have been put in place to preserve residential property values. Annual dues are less than $1,000.00 a year.
 
The WVA is made up of 3,037 residential units which are a mix of residential homes (60%), vacant lots (4%), multi-family town homes, condos, and apartments (36%). Most of our members are full-time residents (70%), or have long-term renters (16%). There are a few short term vacation rentals (3%).
 
The Association publishes a newsletter, The Waikōloa Breeze, once a month. The Breeze contains up to date information about board meeting highlights, committee reports, village news, community services, clubs & groups, and our community calendar. It is available for pick-up at the office, home delivery, and electronic delivery.

Board of Directors

The Board of Directors is a friendly group of homeowners who are elected to provide oversight to the WVA Office Staff who, in turn, manage day-to-day operations. Board Meetings are held in the Community Room on the 4th Tuesday of every month at 5:30 p.m (date may change on holidays). All owners are welcome and encouraged to attend. Meeting Documents such as the agenda, minutes, and reports are available online the Friday prior to each meeting.

Please Note: The County of Hawaii has a program called the Retired and Senior Volunteer Program (RSVP).  Any volunteer who is 55 or older, and is a part of this program, receives credit for their hours and a luncheon is held annually for those who volunteer 12 hours or more. Committee volunteer hours count towards RSVP.  Read more about RSVP.

Governance Enforcement | ECD

The Environmental Control Department (ECD) was established to enforce what is covered in the Declaration of Protective Covenants (CC&R's) for the purpose of enhancing and protecting the value, desirability, and attractiveness of the Village as a whole. The ECD handles all complaint calls pertaining to CC&R violations. 
 

New Home Construction or Property Improvement | ECC

As a WVA Member you should be aware that under the Declaration of Protective Covenants (DOPC/CC&R's), the Environmental Control Committee (ECC) must pre-approve the appearance of all lot grading, new home construction, landscaping, and exterior property improvements and/or changes to existing homes (such as home remodels, decks, major landscaping changes, walls, fences, gates, accessory buildings, etc.). An application for a property improvement to an existing home, or for construction of a new home must be submitted to the ECC before making changes that alter the appearance of your property.

The New Home Packet gives WVA Members who plan to build a new home in the Village, all of the information and forms that are required for the ECC’s home review and approval processes. It is highly recommended that members obtain this package before they engage an architect or start their new home project. Call the office 808-883-8888 or email ecc@wvagolf.com for to obtain the packet. The New Home Packet is not available online.
